PART II
Sailing Instructions
1. RULES: All
races will be governed by the 1997-2001 Racing Rules of Sailing as adopted by
the United States Sailing Association except as altered by these instructions
or those for each race (Part III).
2. ENTRY: Competitors must be current full members of the Valcour
Sailing Club Inc., another recognized yacht club, or be invited by the Valcour
Sailing Club Inc., must be in compliance with appropriate Federal and State
safety regulations, and have a valid PHRF certificate issued for Lake Champlain
prior to competing. Those who are
invited must have boats rated by a VSC rater before competing.
3. NOTICE
TO COMPETITORS: This
publication shall serve as notice of race.
4. CHANGES
IN SAILING INSTRUCTIONS: Sailing instructions for each
race are published herein. Any changes
to these instructions shall be announced by the Race Committee prior to the
start of the race to which they apply. For this reason ALL racers must
come within hail of the Race Committee.
5. NUMBER
AND SCHEDULE OF RACES: Refer to the Schedule in Part I, all races are to be sailed in
Cumberland Bay, except the McDowell Cup which will be raced near Valcour
Island.
6. COURSES: Courses shall
be those described in Part IV as selected and/or announced by the Race
Committee prior to the warning gun.
7. MARKS: Marks will be specific aids to
navigation, islands, or special VSC marks.
8. THE
START:
Races will be started in accordance with the1997-2001 Racing Rules of Sailing
as adopted by the United States Sailing Association, System 2, Rule 26.3 i.e.,
the yellow flag is the Warning Signal, the blue flag is the Preparatory Signal,
and the Red flag is the Starting Signal. Classes will start at 3 minute
intervals (in the order: Class B, Class
A, Soling) unless otherwise stated by these sailing instructions. The published time is the expected time for
the start of the B class with 3 minute intervals to the next class’s start.

9. STARTING LINE: The starting line shall be between a mast or
staff displaying the Race Committee flag on the committee boat ( generally the
starboard end) and a marker denoting the pin end of the line (generally the
port end of the line).
10. RECALLS:
A. A yacht's
RECALL NUMBER shall be its sail number (as noted on the main sail).
B. INDIVIDUAL
RECALLS will be signaled by displaying code flag X with one sound signal
followed by hailing the recall number of the yacht(s) concerned. Each yacht is
solely responsible for responding to a recall, and not hearing it does not
negate this responsibility.
C. After a GENERAL
RECALL has been signaled, by displaying the 1st substitute code flag, a new
preparatory signal will be made one minute after lowering the general recall
and the recalled class start will be after the other classes have started. .
11. COURSE
CHANGES: No course change shall be made
after the start. Except to shorten the course in the manner described in 12.
12. SHORTEN
COURSES:
The race committee may shorten the course by raising code flag S and
sounding two signals to alert the lead boat prior to the lead boat's rounding
of the mark intended to serve as the pin end of the finish line. The race committee shall repeat the sound
signal periodically. Nothing is to
prevent the committee from shortening the course by class if it is able to do
so without confusion between classes. In the event that the course is shortened
by class, the flag of the class(s) that is being shortened will be flown by the
committee at the finishing line. All
other classes shall continue racing.
13. FINISH
LINE: The finish line will be between the staff or mast displaying the
Race Committee flag on the committee boat and the finish mark (or the mark
closest to the committee boat in the case of a shortened course).
14. TIME
LIMIT:
A. The
time limits are given in Part III.
B. The Committee
shall remain on station until all yachts have finished or until the time limit
has expired.
15. SCORING:
A. Will be by
class except as altered by the instructions for individual races/series as
given in Part III.

B. The class winner (corrected time)
will receive 50.25 points, second place 49 points, third place 48 points, and
so on (high point scoring system). This system will be used for all races
except the Eisenger Cup Regatta, see below for rules.
C. The total points for a series
will be divided by the number of races counted (one throw out per series) and
the quotient carried to two decimal places.
In the event of a tie, the tie will be broken in favor of the boat with
the most first place finishes (second place finishes, third place finishes
etc.) until the tie is broken. If still
tied, a match race will be sailed prior to October 15th.
D. Any boat that starts but does not
finish or is disqualified, will receive one point less than the number of
points the last place boat would receive if all boats entered had finished.
E. Any
boat that does not start will be scored one point less than the score if all
boats in the series had started and finished.
16. PROTESTS:
A. ALTERNATIVE PENALTY to the PROTEST, is a 720° turn, see Rules 44.1 & 44.2.
B. Any protest must be in accordance with the rules 60,
except as modified by these sailing instructions.
C. A boat intending to protest shall notify the race
committee at the finish line.
D. Protests shall be written on a form (see example herein)
and given to the Race Committee not later than one hour after the last boat in
that class has finished the race.
E. Protest forms must be turned over to the secretary with
the race results. The secretary will coordinate a protest hearing ASAP.
17. SAFETY:
A. A boat that retires from a race is asked to notify the
Race Committee as soon as possible.
B. The ultimate responsibility for the safety of his/her
vessel and crew rests with the skipper of the vessel.

C. All
boats must carry equipment required by the US Coast Guard and any applicable
state and federal agency and any additional equipment that is consistent with
the safety of its crew. All competitors
are solely responsible for exercising seaman like judgment on the wisdom of
sailing each event under the existing conditions of wind and sea and the
skipper of each boat is solely responsible for the prudent operation of his/her
vessel. Each competitor, by entry in an
event, accepts all risks of that event, and agrees that the Valcour Sailing
Club Inc. will not be held responsible for any injury to crew or for loss or
damage to vessels or gear.
18. REMEDIES
NOT SPECIFIED:
Any situation or event, for which a specific remedy cannot be found in
these Sailing Instructions, or 1997-2001 Racing Rules of Sailing as adopted by
the United States Sailing Association, shall be referred to a committee
appointed by the Commodore and shall consist of three or more experienced VSC
members none of which shall be affected by the outcome of the remedy.

B. Time Limit:
1. For any Cup
Series race started on Sunday the first boat in a class must finish within
4 hr. from its start; boats finishing later than 5 hr. shall be scored as DNF.
2. For any Cup
Series race started on Wednesday the first boat in a class must finish
within 2 hr. from its start; boats finishing later than 2.5 hr. shall be scored
as DNF.
3. For any Wednesday
Series race the first boat in a class must finish within 1.5 hr. from its
start; boats finishing later than 2 hr. from their start shall be scored as
DNF.

3. SCORING:
The scoring will be for each series and will be by
class, with two boats starting the race in a class necessary to score that
class. The scoring will be done on a
high point scoring system (50.25, 49,
48,...) With one throw out for each series. An additional throw out will be
given to any skipper that assumes their OD responsibility using their racing
boat. However, a boat may race if the
skipper who is the OD does not claim an additional throw out. Alternative scoring systems may be
considered if approved by the class and the secretary in prior to the first
race.
4. SERIES RULES:
A.
All classes are allowed the use of spinnakers.
B.
Trophies will be awarded to a class winner in a rotational manner.
C. All races start in Cumberland Bay except the McDowell Cup starts West of
Valcour Island.

COMMODORE'S
CUP:
The commodore's cup kicks off the new sailing season and is
traditionally OD'd by the current VSC Commodore.
A. CLASSES: Class A, Soling, & Class B
B. LOCATION: Start
in Cumberland Bay.
EISINGER CUP REGATTA: The Eisinger Memorial Cup Regatta
is dedicated to the memory of Dr. Peter Eisinger, a committed racer and
respected member of the Valcour Sailing Club.
The Race was first run in 1980.

CLASSES: Class A, Soling, & Class B
B. LOCATION & COURSE:
Cumberland Bay
C. SCORING: The Eisinger Cup will be run as regatta with
multiple races. The low point scoring
system will be used to determine the overall winner and winners in each class.
The results for the regatta will count as one race in the Cup Series standings.
D. START
TIME: As posted, the second (third,
fourth, etc.) race starting sequence beginning as soon as the Race Committee
deems is practical after the last boat finishes.
E. TIME
LIMIT: First boat in each division must
finish within 100 minutes from its start.
Boats finishing later than 130 minutes will be scored DNF.
ISLE ST. MICHEL: The Isle St.
Michel race will be held the Sunday after the Mayors Cup. Valcour competitors
who complete in the Kent DeLord Cup, Wednesday VSC, Mayors Cup and the Isle St
Michelle will be scored as VSC Race Week Champion.

B. LOCATION AND COURSE:
Cumberland Bay, see Part IV
CRACKED POT: The Cracked Pot
Race Standard cup series race, NO
drinking required. Traditionally this race was started with individual start
times (incorporating the handicap) and from anchor. So that the first boat over the finish line won, if her crew
could drink the "cracked pot" filled with beer in less than ten
minutes. Due to hazing laws, DWI laws and political correctness this tradition
has been eliminated.

B. LOCATION AND COURSE:
Cumberland Bay, see Part IV .
McDOWELL
CUP:
First awarded in 1991 and named after lifetime club member Dr. David
McDowell.
A. CLASSES: Class A, Soling, & Class B.
B. LOCATION & COURSE:
West side of Valcour Island, see Part IV courses
C. The
Race committee is requested to be near RN2 1 hr before the start. As the RC
prepares to set up/ or travels to the start area competitors are able to
determine where the starting area is.
D. There will be a raft up after this
race. It is customarily the first boat to

cross the finish line that
anchors first.
Valcour
Cup: Added this year (2001) to see if there is enough
interest for additional Sunday racing.
A. CLASSES: Class A, Soling,
& Class B.
B. LOCATION & COURSE: In
the vicinity of RN2 Valcour. The race details have not been finalized as of
press time so a bulletin will be forthcoming.
B. WEDNESDAY SERIES ‑ These are three separate series run on Wednesday nights
in, Cumberland Bay. See Part I for details and times. Note that the start time of the races changes during the season.

5. ELIGIBILITY TO RECEIVE AWARDS:
A. To be awarded points for a race or an
award for a race, dues must be paid as a Full Member prior to the start of that
race and the boat must have a valid PHRF certificate before the start.
B. Failure
by the assigned OD to make acceptable arrangements with the Race Committee
prior to the race for which they are assigned shall result in disqualification
for all awards for the current season.
C. Only
members who pay the full family membership dues are eligible to receive
permanent club trophies.
6. AWARDS: The following additional trophies may be awarded based
on the executive board’s review of the season.
.1 MOST
IMPROVED SKIPPER: This award is presented to the
skipper who shows the most overall improvement in sailing.
.2 BROACH OF THE YEAR AWARD: This award is presented to the member who undergoes the
most spectacular boating misadventure of the year.
.3 US SAILING ASSOCIATION
SPORTSMANSHIP AWARDS: This plaque may be
awarded to a club member who exemplifies the best aspects of sportsmanship.

magnetic bearing to the first (upwind) mark. At no time will any verbal
